Gary Elkins was elected in 1995 to represent District 135, a portion of Harris County that includes Jersey Village. He currently serves as Chairman of the Committee on Technology and sits on the Committee on Urban Affairs.

Having served on the Business & Industry Committee, Financial Institutions Committee, State Affairs Committee, State, Federal, and International Relations Committee, and Ways and Means Committee, Representative Elkins has gained a broad range of legislative experience during his nine sessions serving his constituents.

Last session Representative Elkins was selected as a "Texas Taxpayer Champion" by Texans for Fiscal Responsibility based on his votes on core budget and free enterprise issues that demonstrate commonsense protections for taxpayers and responsible government spending. He has been recognized by the Texas Association of Business as a "Fighter for Free Enterprise" based on his pro-business voting records in the 77th, 78th and 79th Legislatures and a "Champion for Free Enterprise" in the 81st and 82nd Legislatures.
